Mission Statement

EDFC builds workforce housing – housing that is affordable to people within the middle-tier income category (between 80 and 140 percent of median income.) This demographic – which includes police officers, firemen, carpenters, plumbers, teachers, tradesmen and other service workers – forms the backbone of our communities. Our mission is to make Massachusetts a desirable place to live and work by providing desirable, affordable housing and planned city villages – all this in harmony with municipal planning and economic development agendas.


Company Staff

David Rodriquez-Pinzon, President

David has twenty-five years experience in structuring public and private project financing for projects ranging in value into the Billions. He has served as a Chief Financial Officer for the Massachusetts Educational Financing Authority, Deputy Director of Financial Services for Boston's Economic Development and Industrial Corporation, Assistant Secretary for the Executive Office of Communities and Development, Boston, MA (1991 to 1994) and Associate Director for Public Finance of the Educational Financing Authority, David has served as a Manager of Finance for the Central Artery/Tunnel Project, and as an Independent Consultant before forming EDFC in 2002.


Richard F. Slowey, Chief Operating Officer

Richard has over twenty-five years in private mortgage finance and commercial insurance origination. Richard was a partner at The Mahoney & Wright Insurance Group (now Allied American Insurance). Prior to joining EDFC, Richard managed executive operations and supervised the recruitment, training, and management of over forty employees of a Boston Mortgage Corporation. There, he earned the prestigious VIP award for high production and quality of business 5 years in a row.


Stephen H. Chin, Financial Advisor

Stephen has twenty-three years of banking experience in both the corporate and public sectors. He has been involved in financing real estate properties for corporations and public sector infrastructure. He is well versed in debt and capital raises for private companies as well as raising tax-exempt debt in the municipal capital markets. Since 2003, Stephen has been President of Financial Structures and Advisory, Inc. which delivers financial advisory/arranger services to public, not-for-profit, healthcare and private sector entities. Services include financial structuring/engineering, tax advantaged/lease based transactions, raising/negotiating capital and debt placement.


Paul Gardner, General Counsel & Real Estate Executive

Paul brings 27 years experience as an Attorney to EDFC. He served as an Assistant District Attorney, was a partner in the law firm Gardner and Gardner and a Sole Practitioner with major areas of emphasis being Real Estate, and Corporate. In addition to his legal license, Paul is a licensed Massachusetts Real Estate Broker.


Eric Kuczarski, Manager of Development

Eric brings more than 10 years combined experience in real estate finance, project management, design and engineering to the EDFC team. Eric holds a bachelor's degree in mechanical engineering from UMASS Lowell. He subsequently obtained advanced degrees in historic preservation at PENN and real estate at Wharton. Eric was then employed by the National Trust for Historic Preservation, where he worked on both the national and local level to expand the use of historic tax credits in smaller property rehabilitations. Immediate prior to joining EDFC, Eric worked for a Boston-based tax credit closing of federal LIHTC equity transactions.


Vickki Lavoie, Manager of Operations

Vickki works as a team member in enhancing EDFC's message. She has direct experience in alternative real estate evaluation solutions and has served as a Production Manager for LSI Market Intelligence a division of Fidelity National Financial. Vickki has also completed two key real estate courses. Vickki coordinates internal communications, serves as a correspondence liaison and monitors the company's computer network. She also is a Notary Public and has extensive administrative and sales experience. Vickki creates and maintains corporate infrastructures, systems, staffing and coordinates internal communications, and monitors the company's computer network.


Greg Young, Senior Financial Analyst

As the Senior Financial Analyst, Greg is responsible for developing project proformas, financial analysis and financial modeling. Prior to EDFC, Greg was the Senior Land Acquisition Manager for the South Jersey Land Division of Lennar Corporation. He has 12 years analyst experience, including 4 years of real estate development experience and received a Masters Degree in Real Estate Development from the University of Southern California.


Joseph Brogna, Acquisitions & Site Coordinator

Joe worked at the State House in the State Senate as a page and was promoted to an administrative assistant. Additionally, Joe had a distinguished career with the Massachusetts State Police. Joe is responsible for scoping out new sites, maintaining building environments of all our projects, and running the day-to-day errands for the office.


Mike Hurley, Executive Project Manager

Mike brings more than 25 years of experience in Construction Management to EDFC. He routinely meets fast-paced project deadlines, profitability benchmarks and keeps up to date on related industry trends. Mike has core competencies in all aspect of construction, from budgeting and purchasing to project vendor relations and architecture. Currently, Mike is the lead Developer Project Manager for EDFC’s Worcester Project.


Thomas Powers

Thomas Powers (formerly with the New Boston Fund, Boston, and Goldman Sachs, New York) has joined EDFC. Mr. Powers was actively involved in the raising of equity used to acquire $150 million in real estate assets. Additionally, and subsequently, Mr. Powers was with Whitehall Funds, (a real estate investment division of Goldman Sachs). During his tenure as COO at Whitehall Funds, he was responsible for the acquisition, zoning and permitting of substantial commercial real estate assets.


Frederick J Cook, Investor Relations

Fred over the last 29 years has created a number of finance, insurance and consulting businesses. These businesses developed into successful operations by Fred’s ability to recruit, train and develop key personnel. Fred was also successful in implementing and executing positive exit strategies for each of these businesses.


Janice Vaughn, Controller

Janice is detailed oriented senior accounting professional with over 20 years of experience leading all financial functions of a construction firm. She has strong hands on general accounting and finance experience. She has analytical experience in cash flow, budget reviews, and forecasting. She has a commitment to serve diligently, continually assisting and providing direction and guidance with professionalism and respect towards the success of our company as a whole.


Patricia Thebado, Administrative Assistant

Patricia Thebado has come to us as a recent graduate of Westfield State College. Her recent work experience includes a position as Human Resource Coordinator for Rolf C. Hagen. Her responsibilities at EDFC include reception, general office tasks, marketing, and public relations coordinator.


Dennis Mayer, Communications/Marketing Coordinator

As a former newspaper reporter and editor for the Plymouth-based Memorial Press Group, Dennis brings writing, design and communications expertise to EDFC. Dennis is a 2005 graduate of Boston University with a B.S. in Journalism.
